The director or the director’s designee shall, during such investigation and as far as
possible, see every resident of each institution, especially those admitted since the director’s
or the director’s designee’s preceding visit, and shall give such residents suitable opportunity
toconversewiththedirectororthedirector’sdesigneeapartfromtheofficersandattendants.
