For purposes of this chapter, unless the context otherwise requires:
1.“Asian or Pacific Islander” means an individual from any of the countries of Asia or
islands of the Pacific.
2.“Board” means the human rights board.
3.“Department” means the department of health and human services.
4.“Director” means the director of health and human services.
5.“Tribal government” means the governing body of a federally recognized Indian tribe.
6.“Underrepresented” means the historical marginalization of populations or groups in
the United States and Iowa, including but not limited to African Americans, Asian and Pacific
Islanders, persons who are deaf or hard of hearing, persons with disabilities, Latinos, Native
Americans, women, persons who have low socioeconomic status, at-risk youth, and adul
