The state registrar shall do all of the following:

1.Administer and enforce this chapter and the rules issued under this chapter, and issue instructions for the efficient administration of the statewide system of vital statistics.
2.Direct and supervise the statewide system of vital statistics and be custodian of its records.
3.Direct, supervise, and control the activities of clerks of the district court and county recorders related to the operation of the vital statistics system and provide county registrars with necessary postage.
4.Prescribe, print, and distribute the forms required by this chapter and prescribe any other means for transmission of data, as necessary to accomplish complete, accurate reporting.
