a.The department shall operate a gambling treatment program to provide programs which may include but are not limited to outpatient and follow-up treatment for persons affected by problem gambling, rehabilitation and residential treatment programs, information and referral services, crisis call access, education and preventive services, and financial management and credit counseling services.
b.A person shall not maintain or conduct a gambling treatment program funded through thedepartmentunlessthepersonhasobtainedalicensefortheprogramfromthedepartment. The department shall adopt rules to establish standards for the licensing and operation of gambling treatment programs under this section. The rules shall specify, but are not limited tospecifying, thequalificationsforpersonsprovidingg
