1.
a.Persons registered to manufacture, distribute, dispense, or administer controlled
substances under this chapter shall keep records and maintain inventories in conformance
with the recordkeeping and inventory requirements of federal law and with such additional
rules as may be issued by the board. A practitioner who engages in dispensing any controlled
substance to the practitioner’s patients shall keep records of receipt and disbursements
of such drugs, including dispensing or other disposition, and information as to controlled
substances stolen, lost, or destroyed. In every such case the records of controlled substance
received shall show the date of receipt, the name and address of the person from whom
received, and the kind and quantity of drugs received. The record of all control
