Text
The corporation shall by rule and regulation create a process whereby any person may request an official interpretation of any rule or regulation through a regulatory guidance letter. A regulatory guidance letter shall be issued within 60 days of a request seeking guidance on a rule or regulation and shall only be used to interpret or clarify existing rules and regulations. A regulatory guidance letter shall remain in effect and be valid unless it is superseded by a subsequently adopted state law or a rule or regulation of the corporation, a subsequently issued regulatory guidance letter, or a court order. The corporation shall incorporate relevant portions of any regulatory guidance letter in subsequent rules and regulations as may be applicable and necessary to ensure clarity in such rul
