(a)The division may make loans and grants to a local government to pay all or any part of the cost of expanding and increasing the capacity of existing reservoirs. Such loans and grants shall be made as provided in Code Section 50-23-6 . The criteria used in consideration for requests for assistance shall include, but not be limited to:
(1)The effect of recurring drought on the region;
(2)Interconnectivity of the requesting entity's water supply system with one or more surrounding local governments; and (3) Unique regional conditions.
(b)Beginning in 2010, on July 1 of each year in which adequate funds are available, the division shall give public notice that it will accept applications for loans and grants as provided in subsection (a) of this Code section. Requests shall be submitted
