(a)Within 60 days of the initiation of the process for developing a local government service delivery strategy, all local governments that received the written notice provided for in Code Section 36-70-22 shall provide all other local governments identified in such written notice with a written proposal of a local government service delivery strategy containing the components required by Code Section 36-70-23 , and in compliance with the criteria required by Code Section 36-70-24 together with all such factual information, data, and evidence supporting such proposal.
(b)Such written proposal for each local government may be modified periodically with written notice provided to all local governments that received the written notice provided for in Code Section 36-70-22 ; provided, however
