(a)Each county and municipality shall execute an agreement for the implementation of a local government service delivery strategy as set forth in this article :
(1)By December 31st of each year following the year in which the county's ten-year comprehensive plan update is due in accordance with the rules promulgated by the department pursuant to this chapter or Article 1 of Chapter 8 of Title 50; and (2) Within 180 days of the occurrence of an event requiring review and revision pursuant to subsection (b) of Code Section 36-70-28 .
(b)For municipalities located within multiple counties, the review and deadline for an agreement for the implementation of a local government service delivery strategy shall be applicable for the portion of the municipality that lies within a given county in
