The board of trustees is given the following powers and duties:
(1)To provide for the collection of all money provided for in this chapter;
(2)To select the books, reports, texts, and periodicals;
(3)To make all necessary rules and regulations governing the use of the library;
(4)To keep records of all its meetings and proceedings;
(5)To exercise all other powers necessary for the proper administration of this chapter; and (6) To enter into agreements with the boards of trustees of other county law libraries within the same judicial circuit for the purpose of pooling funds to purchase books, reports, texts, and periodicals and to purchase or lease computer related research equipment and programs; to provide for the joint use of such books, reports, texts, periodicals, and computer rel
