The board shall have the following powers and duties relative to this title:

(1)Establishment of the general policies to be followed by the department under this title;
(2)Promulgation of all rules and regulations necessary for the administration of this title including, but not limited to, rules and regulations to regulate the times, places, numbers, species, sizes, manner, methods, ways, means, and devices of killing, taking, capturing, transporting, storing, selling, using, and consuming wildlife and to carry out this title, and rules and regulations requiring daily, season, or annual use permits for the privilege of hunting and fishing in designated streams, lakes, or game management areas; and (3) Promulgation of rules and regulations to protect wildlife, the public, and the natural
