Any person violating any provision of:

(1)This article relating to the inspection of electric vehicle charging stations and the resale of electricity;
(2)Code Section 10-1-225 providing for the regulation of signs advertising the price for the resale of electricity by electric vehicle charging providers; or (3) Any rule, regulation, or standard promulgated or adopted by the Commissioner or the department under the provisions of this article shall be liable for a civil penalty not to exceed $1,000.00 for each violation. The Commissioner, after a hearing, shall determine whether any person has violated this Code section and upon a proper finding may issue his or her order imposing a civil penalty as provided in this Code section.
