(1)GRANTS; CRITERIA. —
(a)In order to encourage the development of a circuit juvenile justice plan, the community juvenile justice partnership grant program is established and shall be administered by the department.
(b)In awarding these grants, the department shall consider applications that at a minimum provide for the following: 1. The participation of the agencies and programs needed to implement the project or program for which the applicant is applying; 2. The reduction of truancy and in-school and out-of-school suspensions and expulsions, the enhancement of school safety, and other delinquency early-intervention and diversion services; 3.
