(1)INTENT. —
(a)The Legislature finds that a person who commits the offense of initiating, organizing, planning, financing, directing, managing, or supervising a venture that has subjected a child younger than 12 years of age, or a person who is mentally defective or mentally incapacitated, to human trafficking for sexual exploitation in violation of s. 787.06(5) imposes a great risk of death and danger to vulnerable members of this state. Such crimes exploit society’s most vulnerable citizens, destroy the innocence of young children, and violate all standards of decency held by civilized society, and persons who commit such acts against such vulnerable persons may be determined by the trier of fact to have a culpable mental state of reckless indifference or disregard for human life.
