The commission is authorized to:

(1)Adopt rules pursuant to ss. 120.536(1) and 120.54 to implement the provisions of this part.
(2)Issue memoranda of procedure for its internal management and control. The commission may adopt rules related to its consensus-based decisionmaking process, including, but not limited to, super majority voting requirements. However, the commission must adopt the Florida Building Code, and amendments thereto, by at least a two-thirds vote of the members present at a meeting.
(3)Enter into contracts and do such things as may be necessary and incidental to the discharge of its responsibilities under this part.
(4)Adopt rules pursuant to ss. 120.536(1) and 120.54 to implement the provisions of the Florida Building Code and the provisions of this chapter. (5
