Upon petition of 20 percent of the qualified electors of any county wherein any pari-mutuel wagering has been licensed and conducted under this chapter, the county commissioners of such county shall provide for the submission to the electors of such county at the then next succeeding general election the question of whether any permit or permits theretofore granted shall be continued or revoked, and if a majority of the electors voting on such question in such election vote to cancel or recall the permit theretofore given, the commission may not thereafter grant any license on the permit so recalled.
