The department shall certify any applicant who meets the following criteria:

(1)Pays to the department a nonrefundable fee that may not exceed $100, plus the actual per applicant cost to the department for purchasing the examination from a national organization. The department shall waive the initial application fee for a military veteran or his or her spouse at the time of discharge, if he or she applies to the department for an initial certification within 60 months after the veteran is honorably discharged from any branch of the United States Armed Forces. The applicant must apply for the fee waiver using a form prescribed by the department and must submit supporting documentation as required by the department.
