Text

The Commissioner shall:

(1)Make and publish such rules and regulations not inconsistent with the provisions of this chapter as are necessary to implement and enforce this chapter. Upon their adoption under the provisions of the Administrative Procedures Act (Chapter 101 of Title 29), such rules and regulations shall have the force and effect of law. Without limitation of the foregoing, no later than December 31, 2012, the Commissioner shall promulgate all forms required in connection with the filing of reports under this chapter, as well as regulations: a. Exempting, to the extent possible, persons from reporting duplicative information hereunder; b. Promulgating standards with respect to the size, layout and timing of the statements required under § 8021 of this title; c. Adopting an
