(a)The Mayor, pursuant to subchapter I of Chapter 5 of Title 2 , may issue rules as necessary to implement the provisions of this chapter.
(1)Within 45 days after October 8, 2016, the Mayor, pursuant to subchapter I of Chapter 5 of Title 2 , shall issue rules to implement the provisions of §§ 7-761.05b and 7-761.05c , including rules establishing who has the ability to pay the contribution to costs of supports, the amount to be collected, the method and timing of payments to DDS for such purposes, and due process protections.
(2)The proposed rules shall be submitted to the Council for a 45-day period of review, excluding Saturdays, Sundays, legal holidays, and days of Council recess. If the Council does not approve or disapprove the proposed rules, in whole or in part, by resoluti
