Text

(a)Entitled individuals may submit an application to register an out-of-institution birth, delayed birth, or delayed death. If an application to register a record is denied, the applicant may file a complaint with the court for an order to register the record. The court shall provide notice of the proceeding to the Registrar. A petition filed under this section shall be governed by the Rules of the court.
(b)A petition for the registration of a live birth or the delayed registration of a live birth shall allege:
(1)That the individual for whom a registration of live birth is sought was born in the District;
(2)That no record of live birth of the individual can be found in the vital statistics system or the archives of the Vital Records Division;
