Within 180 days of February 18, 2017, the Mayor, pursuant to subchapter I of Chapter 5 of Title 2 , shall issue rules to implement of provisions of §§ 31-106.02 , 31-106.02a , 31-106.02b , 31-106.02c , 31-106.02d and 31-106.02e(a) .
