The Council of the District of Columbia is authorized and directed to acquire by purchase, condemnation, or otherwise, all of squares no. 490, 491, 533, and reservation 10, in the District of Columbia, including buildings and other structures thereon, as a site for a municipal center, and to construct thereon necessary buildings to house municipal activities; provided, that the Council is hereby authorized to close and vacate such portions of streets and alleys as lie between or within such squares, as in the judgment of said Council may be necessary, and the portions of such streets and alleys so closed and vacated shall thereupon become parts of such sites; provided further, that if this property or any part thereof shall be condemned, the Mayor of the District of Columbia shall be entit
