(a)(1) Notwithstanding any provision of the general statutes and except as provided in subsection (e) of this section and subdivision (2) of this subsection, no town committee, legislative caucus committee or legislative leadership committee shall make an organization expenditure for the benefit of a participating candidate or the candidate committee of a participating candidate in the Citizens' Election Program for the office of state senator in an amount that exceeds ten thousand dollars for the general election campaign.
(2)Notwithstanding any provision of the general statutes and except as provided in subsection (e) of this section, a legislative leadership committee and a legislative caucus committee, or a legislative leadership committee and another legislative leadership committee,
