(a)(1) A qualified candidate committee of a major party candidate for the office of Governor that received moneys from the Citizens' Election Fund for a convention campaign and whose candidate (A) is endorsed by the convention of such party for such office and files a certificate of endorsement pursuant to section 9-388, (B) receives at least fifteen per cent of the votes of such convention's delegates present and voting on any roll-call vote taken on the endorsement or proposed endorsement for such office and files candidacy for nomination pursuant to subdivision (1) of subsection (a) of section 9-400, or (C) circulates a petition, obtains the required number of signatures for filing a candidacy for nomination for such office and files such candidacy for nomination pursuant to subdivision
