If the Banking Commissioner determines that the laws of another state require commercial financing disclosures that meet or exceed the commercial financing disclosure requirements established under sections 36a-861 to 36a-866, inclusive, any commercial financing disclosure form that such other state approves for the purposes of complying with such other state's commercial financing disclosure laws may be used for the purposes of complying with the commercial financing disclosure requirements established under sections 36a-861 to 36a-866, inclusive.
