For the purposes of this part and any other statute related to fire prevention and safety, the Commissioner of Administrative Services shall appoint a person to serve as the State Fire Marshal. The commissioner may delegate such powers as the commissioner deems expedient for the proper administration of this part and any other statute related to fire prevention and safety to any employee of (1) the Department of Administrative Services, (2) The University of Connecticut at Storrs Division of Public Safety, provided the commissioner and the president of The University of Connecticut enter into a memorandum of understanding concerning such delegation of powers in accordance with section 10a-109ff, and (3) the Connecticut Airport Authority upon any premises, road or land under the control of
