Upon being satisfied, after investigation, of the good moral character, competency and integrity of an applicant, or, if the applicant is an association or partnership, of the individual members thereof, or if a corporation, of all officers and directors thereof, the Commissioner of Emergency Services and Public Protection may grant a license to conduct business as a security service and to maintain a bureau, agency, subagency, office or branch office for the conduct of such business on the premises stated in such application. The commissioner shall grant a security service license to any qualified individual, corporation, association or partnership for a term of two years and application for renewal shall be on a form furnished by the commissioner.
