(a)There is established an account to be known as the Passport to the Parks account which shall be a separate, nonlapsing account within the General Fund. Moneys in such account shall be used to provide expenses of the Council on Environmental Quality, beginning with the fiscal year ending June 30, 2019, and for the care, maintenance, operation and improvement of state parks and campgrounds, the care, maintenance and operation of Batterson Park, a public park owned by the city of Hartford and located in the city of New Britain and the town of Farmington, the operation of the Thames River Heritage Park taxi serving the city of New London and the city of Groton for the fiscal years ending June 30, 2026, to June 30, 2031, inclusive, in an amount not to exceed two hundred thousand dollars in
