(a) The commissioner may, upon receipt of an application and the payment of a fee of forty dollars, issue a license to any person who holds a license or certificate of registration issued to such person by proper authority of any state, territory or possession of the United States, provided the requirements for the license, registration or certification of environmental health specialists under which such license or certificate of registration was issued shall not conflict with the provisions of this chapter and shall be of a standard equal to or higher than that specified in section 20-361. (b) Nothing in section 19a-200 , subsection (a) of section 19a-206 , or sections 19a-207 , 19a-242 , 20-358 or 20-360 to 20-365 , inclusive, shall prevent any of the following persons from engaging in the performance of their duties: (1) Any person certified by the Department of Public Health as a food or sewage inspector in accordance with regulations adopted pursuant to section 19a-36 , (2) any person employed by a local health department performing the duties of a lead inspector who complies with training standards established pursuant to section 20-479 , (3) a director of health acting pursuant to section 19a-200 or section 19a-244 , (4) any employee of a water utility or federal or state agency performing such employee's duties in accordance with applicable statutes and regulations, (5) any person employed by a local health department working under the direct supervision of a licensed environmental health specialist, (6) any person licensed or certified by the Department of Public Health in a specific program performing certain duties that are included within the duties of an environmental health specialist, or (7) a student enrolled in an accredited academic program leading to a degree in environmental health or completing a special training course in environmental health approved by the commissioner, provided such student is clearly identified by a title that indicates such student's status as a student.
