The Commissioner of Public Health shall require each person applying for licensure as a social worker to submit to a state and national fingerprint-based criminal history records check pursuant to section 29-17a. For the purposes of this section, (1) “social worker” means an individual licensed for the independent practice of social work, and (2) “licensure” means authorization by a state social worker regulatory authority to engage in the independent practice of social work, the practice of which would be unlawful without such authorization.
