(a)Not later than January 1, 2025, and not later than January first every two years thereafter, the executive director of the Office of Legislative Management, in consultation with the Labor Commissioner, shall determine the adjustment to be made under subsection (b) of this section to the compensation of members of the General Assembly set forth in subsections (a) and (c) of section 2-8, by the percentage change in the employment cost index, or its successor index, for wages and salaries for all civilian workers, as calculated by the United States Department of Labor, over the twenty-four-month period ending on June thirtieth of the preceding year, rounded to the nearest whole cent. Thereafter, any such adjustment shall be based on the compensation of members of the General Assembly set
