(a)Except as provided in subsection (b) of this section, the committee may extend a personal service agreement, as defined in subsection (a) of section 2-71t, or a contract based on competitive negotiation, as defined in subsection (a) of section 2-71p, without complying with the requirements of said sections, if the committee finds that an extension is in the best interests of the state. Such finding shall be based on a written determination that:
(1)Issuing a request for proposals would cause a hardship for the state;
(2)issuing a request for proposals would result in a major increase in the cost of such service;
(3)the contractor is the sole source for such service;
(4)the expiring contract is for a specific project, rather than an ongoing need for a service, which is still in prog
