(a)As used in this section:
(1)“Program” means any distinguishable service or group of services within a budgeted agency, as defined in section 4-69 , designed to accomplish a specific public goal and result in specific public benefits.
(2)“Performance-informed budget review” means consideration of information and analysis concerning the programs administered by a budgeted agency, prepared by such agency in accordance with the provisions of subsection (d) of this section, by the Governor and the General Assembly during the development of each biennial budget in accordance with the provisions of subsection (e) of this section.
