Not later than February 1, 2022, the Commissioner of Children and Families shall develop and maintain a software application for use on computers and mobile devices to facilitate (1) the reporting of nonemergent incidents to the Department of Children and Families by mandated reporters, and (2) communication between children in the care and custody of the commissioner and social workers assigned to such children.
