(a)For purposes of this section, (1) “drug abuse” means the ingestion of controlled substances, as defined in 21 USC 802, without a prescription or other authorization required under state law, (2) “substance use” means the excessive use of drugs or alcohol in a manner that causes harm to oneself or others, and (3) “fetal alcohol spectrum disorder” means a range of health conditions that may affect an infant whose mother drank alcohol during pregnancy, including, but not limited to, fetal alcohol syndrome. The Commissioner of Children and Families shall develop and implement policies and procedures in accordance with the Child Abuse Prevention and Treatment Act, 42 USC 5101 et seq. and 42 USC 5116 et seq., as amended from time to time, to secure the health, safety and well-being of infant
