The Interstate Compact on the Placement of Children is hereby enacted into law and entered into with all other jurisdictions legally joining therein in form substantially as follows: INTERSTATE COMPACT ON THE PLACEMENT OF CHILDREN ARTICLE I. Purpose and Policy It is the purpose and policy of the party states to cooperate with each other in the interstate placement of children to the end that:

(a)Each child requiring placement shall receive the maximum opportunity to be placed in a suitable environment and with persons or institutions having appropriate qualifications and facilities to provide a necessary and desirable degree and type of care.
(b)The appropriate authorities in a state where a child is to be placed may have full opportunity to ascertain the circumstances of the proposed pl

Compact does not permit a trial court to order an out-of-state placement to a member of a minor child's extended family without the approval of the placement by an agency in the receiving state. 121 CA 150. Claim that section does not apply to out-of-state noncustodial parents is moot and beyond review of court because of child's placement with respondent. 129 CA 727; judgment reversed, see 305 C. 723. Section is plain and unambiguous, and by its terms, the compact's applicability is limited to the out-of-state placement of children in foster care or as a preliminary to a possible adoption; section does not encompass out-of-state reunification of children with their father and a paternal aunt. 218 CA 731.
