§ 15-31a — Connecticut Port Authority. Board of directors. Executive director. Audits. Annual reports.

(a)There is hereby established and created a body politic and corporate, constituting a public instrumentality and political subdivision of the state of Connecticut established and created for the performance of an essential public and governmental function, to be known as the Connecticut Port Authority. The authority shall not be construed to be a department, institution or agency of the state.
(b)The powers of the authority shall be vested in and exercised by a board of directors, which shall consist of twenty-one voting members as follows:

(b) to increase voting members from 15 to 21, add the chief elected official of New London, New Haven and Bridgeport in Subdiv. (1), add provision re chief elected official of town with a small harbor in Subdiv. (3), add provision re member or employee of local port authority in Subdiv. (5), increase appointments by Governor from 4 to 7 and add provision re chief elected official of town with a small harbor in Subdiv. (8), delete Subpara. (A) and clauses (i) to (iv) designators and delete Subparas. (B) to (D) re member or employee of a local port authority, municipal official from coastal municipality with population not greater than 100,000, and municipal official from coastal municipality with population not greater than 50,000, and remove provisions re term lengths, amended Subsec. (c) to add “Except as provided in subsection (b) of this section,”, effective July 12, 2021 and applicable to appointments made on and after said date, and amended Subsec. (o) to change “January 1, 2017” to “January 1, 2022”, add provision re submission to transportation committee, add new Subdiv. (1) re projects undertaken in preceding year, redesignate existing Subdivs. (1) and (2) as Subdiv. (2) and (4), add Subdiv. (3) re description of authority's finances, add Subdiv. (5) re recommendations for legislation and add provision re review and comment by Commissioner of Administrative Services and Secretary of the Office of Policy and Management, effective July 12, 2021.
