No person shall operate a motor vehicle or trailer upon the public highways unless such motor vehicle or trailer is equipped with tires, in safe operating condition, that conform to the standards set forth in 49 CFR 571.109, as amended from time to time, and if applicable, to section 14-163c. Any law enforcement officer, at any time, upon reasonable cause to believe that the tires of a vehicle are unsafe or it is equipped with tires in violation of the provision of this section, may require the operator of such vehicle to stop and submit the tires of such vehicle to an inspection. If the inspection discloses the vehicle to be in violation, the officer may issue a summons for such violation.
