(a)Any person who in the opinion of the commissioner is qualified may apply for a transporter's registration and number plate. The applicant shall furnish such information as the commissioner requires on forms to be furnished by the commissioner. All transporter registrations issued pursuant to this section shall expire annually on the last day of March. An application for the renewal of a transporter's registration filed with the commissioner after the expiration date of such registration shall be accompanied by a late fee of one hundred dollars per number plate. The commissioner shall not renew any transporter's registration under this section that has been expired for more than forty-five days.
