(a)Every person riding a bicycle, as defined in section 14-286, an electric bicycle or an electric foot scooter upon the traveled portion of a highway shall be granted all of the rights and shall be subject to all of the duties applicable to the driver of any vehicle subject to the requirements of the general statutes relating to motor vehicles, except (1) as to those provisions which by their nature can have no application, (2) each town, city or borough and the Office of the State Traffic Administration within its jurisdiction as provided in section 14-298 shall have authority to regulate bicycles, electric bicycles and electric foot scooters as provided in sections 14-289 and 14-298, and (3) as provided by section 14-286c.
