(a)Not later than January 1, 2019, the board of the technical high school system and the superintendent of the technical high school system shall develop and submit a plan to address vocational, technical and technological education, training and work experience for children in post-conviction justice system custody. The plan shall provide that the education, training and work experience provided shall, at a minimum, ensure that each such child has the opportunity to earn at least one credit to meet high school graduation requirements under section 10-221a. The plan may be incorporated into the biennial report required under section 10-95k, and shall be separately submitted to the joint standing committee of the General Assembly having cognizance of matters relating to education in accord
