(a) On and after July 1, 2011, the Commissioner of Administrative Services shall include school building projects for the Technical Education and Career System on the list developed pursuant to section 10-283. The adoption of the list by the General Assembly and authorization by the State Bond Commission of the issuance of bonds pursuant to section 10-287d shall fund the full cost of the projects. On or after July 1, 2011, the Commissioner of Administrative Services, in consultation with the Commissioner of Education, may approve applications for grants to assist school building projects for the Technical Education and Career System to remedy damage from fire and catastrophe, to correct safety, health and other code violations, to replace roofs, to remedy a certified school indoor air quality emergency, or to purchase and install portable classroom buildings at any time within the limit of available grant authorization and to make payments on such a project within the limit of appropriated funds, provided portable classroom building projects do not create a new facility or cause an existing facility to be modified so that the portable buildings comprise a substantial percentage of the total facility area, as determined by the Commissioner of Administrative Services. Such projects shall be subject to the requirements of chapters 59 and 60. (b) The Department of Administrative Services shall ensure that an architect and a construction manager or construction administrator hired to work on a project pursuant to subsection (a) of this section are not related persons as defined in subdivision (18) of subsection (a) of section 12-218b . (c) Not later than January 1, 2023, and biennially thereafter, the Department of Administrative Services shall develop a status report on all current and pending school building projects for the Technical Education and Career System. Such status report shall include, but need not be limited to, the costs associated with each such school building project for the Technical Education and Career System, the anticipated date of the next project application per technical education and career school, and the projected date of commencement of pending school building projects and the date of completion of current school building projects for the Technical Education and Career System. The department shall submit such status report to the joint standing committee of the General Assembly having cognizance of matters relating to education, in accordance with the provisions of section 11-4a .
