(a)Not later than March 1, 2023, the Office of Workforce Strategy, in consultation with the Labor Department, Office of Higher Education and Technical Education and Career System, shall establish, within available appropriations, a heating, ventilation and air conditioning system pipeline training pilot program. The pilot program shall develop preapprenticeship workforce pipeline training programs that are (1) designed to identify and support the training of individuals from underserved and underrepresented populations and historically marginalized communities in the installation and maintenance of heating, ventilation and air conditioning systems, and any associated trades related to the installation and maintenance of heating, ventilation and air conditioning systems, (2) offered to suc
