Not later than May twentieth of each school year, each local and regional board of education, operator of an interdistrict magnet school program and governing council of a state or local charter school shall annually submit to the Department of Education the number of students enrolled as of April first of such school year for such board, operator or governing council. In the case of a local or regional board of education that (1) is a sending district or receiving district, as those terms are defined in section 10-266aa, under the state-wide interdistrict public school attendance program, (2) is an operator of an interdistrict magnet school program, or (3) operates an agricultural science and technology educator center, such board shall annually submit to the department the number of stud
