Not later than July 1, 2022, each local and regional board of education shall adopt a policy to improve completion rates of the Free Application for Federal Student Aid by students enrolled in grade twelve in a high school under the jurisdiction of such board or an adult education program maintained by such board pursuant to section 10-69. A local or regional board of education may accept gifts, grants and donations, including in-kind donations, to implement the provisions of a policy adopted under this section.
