§ 38-6-109 — Cost assessed against block
In all cases where the proposed
improvement is the opening, widening, establishing, or extension of a public alley,
the cost thereof shall be assessed against the property in the particular block in
which said alley is situated, according to the benefits to be received therefrom, and
against none other.
