Text
(1)All certificates of title
issued by the director shall be disposed of by him in the following manner:
(a)If it appears from the records in the director's office and from an
examination of the certificate of title that the manufactured home therein
described is not subject to a mortgage filed subsequent to August 1, 1949, or if such
home is encumbered by a mortgage filed in any county of a state other than the
state of Colorado, the certificate of title shall be delivered to the person who
therein appears to be the owner of the home described, or such certificate shall be
mailed to the owner thereof at his address as the same may appear in the
application, the certificate of title, or other records in the director's office.
(b)If it appears from the records in the office of
