Text

(1)The general assembly finds, determines, and declares that:
(a)Scientific evidence has established that improperly constructed wells, improperly abandoned wells, improperly constructed or abandoned ground heat exchangers, and improperly installed pumping equipment can adversely affect groundwater resources and the public health, safety, and welfare; and
(b)Therefore, the proper location, construction, repair, and abandonment of wells; the proper location, construction, repair, and abandonment of ground heat exchangers; the proper installation and repair of pumping equipment; the licensing and regulation of persons engaging in the business of contracting for the construction of wells, the construction of ground heat exchangers, or the installation of pumping equipment; and t
