§ 37-46-128 — Annual levy limit
(1)The district has no power of taxation or
right to levy or assess taxes, except as provided in sections 37-46-109 to 37-46-109.4, 37-46-126.5, and 37-46-126.6. The district has no power to contract or incur
any obligation or indebtedness except as expressly provided in this article, and
then any obligation or indebtedness so contracted or incurred is to be payable out
of the funds derived through the limited tax provided in section 37-46-109 (1) and
the unlimited tax provided in section 37-46-109.3 (2) to retire and pay indebtedness
incurred by the district by contract other than the issuance of bonds and not
otherwise; except that the district for and in behalf of any subdistrict or
improvement district created under this article has the right to issue obligations as
expressly
