(1)The regular
election of the district for the purpose of electing a board of directors shall be held
on the first Monday after the first Tuesday in December of each year, at which time
one director shall be elected for a term of five years; except that, at the first
election held to choose the first board of directors after the organization of any
internal improvement district has been effected, the person having the highest
number of votes shall continue in office for the full term of five years, the next
highest four years, the next highest three years, the next highest two years, and the
next highest one year. If two or more persons in the same precinct have the same
number of votes, their term shall be determined by lot under the direction of the
judge of the district cour
